About the Report
Published annually since 2012, the Freedom of Thought Report is Humanists International’s flagship global survey of discrimination and persecution against humanists, atheists, and the non-religious. It covers laws, policies, and social norms across 196 countries and territories — and is recognized as the world’s leading documentation of non-religious human rights.
The 2025 edition features a chapter regarding Malaysia, co-drafted with Humanists Malaysia. This chapter provides authoritative, evidence-based documentation regarding religious discrimination in Malaysia and of the legal & social barriers facing non-religious Malaysians. By translating and distributing this report in Bahasa Malaysia, we aim to equip Malaysian lawmakers, decision-makers, civil society advocates, journalists, and citizens with the data and arguments needed to advance secularism and protect the rights of non-religious minorities in Malaysia.
